| Details: Position Summary:Participate in source selection process at proposal and execution phases, working with supplier development, planning and proposal support processes. Develop strategic and key suppliers in both product and services procurement supporting internal program management customers as well as external customer requirements. Initiates Requests for Quotations and Proposals and receives same, analyzing proposed pricing from potential suppliers. In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.  Deploys material strategy, including issuing purchase orders and subcontracts. Manages performance of purchase orders or subcontracts, complies with all public law requirements as well as company (and business) policies and procedures, import/export regulations, and employs sound business practice as well as assesses supplier performance as part of follow up activities. Ensures that appropriate documentation is provided to logistics organization so that proper receipt is recorded. Reviews and approves supplier payment as needed. Utilizes process tools such as Six Sigma and Lean with Suppliers to maximize supply chain efficiency. Performs price analysis reports, examination of supplier proposals, and coordination of USG/customer flow downs to suppliers during new contract and ECP contracting activities. Works with Program Management, Finance, and Capture organizations to ensure specifications and Statements of Work are appropriate for the tasks or products required. Identifies opportunities and strategies to reduce risk and cost, including developing material cost reduction plans. Utilize lessons learned on past proposal support efforts to maximize organization efficiency during the proposal and supplier negotiation process. | ||||
